If you need to keep topping a car up with coolant that means it's getting out somewhere. If you can't see it leaking onto the floor, that means it's leaking into the engine. That gunk is an emulsion of engine oil and coolant, probably due to a head gasket failure.

I thought that most cars were equipped with a high pressure boil off if the pressure in the radiator gets too high, some will be released.  That woudl create a need to keep refilling and may just be due to a sticky thermostat or weak water pump (or misc other issues).
