It's for construction or roadwork this way you don't have a workman in harms way moving pylons or cones.

Funny, I've only ever seen them used for rush hour traffic managment. Add/remove lanes depending on which way needs one more during the day. I grew up with these things in the NYC tri-state area (first one I ever saw was on the Tappan Zee Bridge), and have since seen them in a bunch of places, mostly on other bridges, but also in High Occupancy Vehicle commuter lanes. The Barrier Transfer Machines doesn't drive nearly as fast as that GIF shows them. More like 4-5mph. But the principle is correct.

It would make sense to use them for construction I guess. But I usually see temporary barriers used instead. For one, I assume they're a lot easier to cart around (just get more trucks), and for another, they don't need expensive custom equipment to manage (just your bog-standard flatbeds, cranes, backhoes, etc).

All that I found suggested that it was used to shift lanes around to suit rush hour traffic. I don't know where they're used, somewhere in the US I guess.

They use them on the Tappan zee Bridge in NY on 287.

I see why they did it since this way the tree would get stuck(it wouldn't) in the portal but that just raises more questions, like why is someone shoving a tree down a portal to begin with!
