It's for construction or roadwork this way you don't have a workman in harms way moving pylons or cones.

All that I found suggested that it was used to shift lanes around to suit rush hour traffic. I don't know where they're used, somewhere in the US I guess.

The ones I've seen in the US are a little less finished, and used for marking off construction areas: Put the barrier out when you are working, pull it back during rush hour. Pic from the I5-I90 bridge repair in Seattle in 2007. The concrete barrier has a knurl at the top and each segment is flexibly attached to the next. The machine just lifts and zipper pulls the chain from one side of a lane to the other.

There's one on I-15 in San Diego, used to adjust the number of north/south lanes in the HOV lane.

The Golden Gate bridge has something similar for moving the median divider. The number of lanes going north and south changes during the day (more southbound traffic in the morning, more northbound in the evening).

That's a good idea. In Toronto we have this street where the middle lane just reverses direction each rush hour, there is no median and if you don't understand the street's esoteric system you change lanes directly into oncoming traffic. Pretty sweet.
