It's a bear, I don't think it is shaved, it looks more like it has some kind of mange or other condition that makes fur fall out, based on the odd patches that are left. Based on the remaining yellow fur on the forehead/muzzle I am going to say it is a spectacled bear.

From the side they're not so scary I guess. But man, something about the skin, makes it look like someone's wearing a stretched bear suit (which reminds me of "Egar Suit" from the first MIB...)

While there are easier and safer ways to make money than putting artificial breasts on a drunk shaved bear, few make as good stories.

Tear gas gun. They shoot tear gas bullets. They can be lethal if shot from close enough
