The older guy is Ingvar Kamprad, founder and owner of IKEA. The less old guy is Carl XVI Gustaf, the king of Sweden. The gigantic wooden horse is a cultural symbol of Sweden and (usually in less gigantic sizes) a popular souvenir. The building getting blown up is Spasskaya Tower, adjacent to the Red Square, which is non-governmental as far as I can tell. The captions say "Hello" and "It is time".
Yet I don't get it and it mostly makes me confused to try to contextualize it. Other than a very mildly amusing pun that works even worse in Swedish than it does in English, I don't think there's anything to get here.
