Polyurathanes are often a very fast forming foam.  The two chemicals when mixed react so rapidly, and have enough gaseous by-product, that they foam up to several times the volume of the solution.  As the molecules polymerize (analogous to adding links to a chain), they become intertwined and solidify.  Once solidified they tend to be light and fairly durable.

A common usage of the type you see here is foam insulation.  Less reactive types are used as coatings.  Padding in car bumpers is another use.

Could it also be the Elephants Toothpaste reaction, which is hydrogen peroxide, potassium iodide and detergent + food colouring for the foam?

Would not matter. The bullet will face the same pressure if the barrel is filled with water or air. This is because the water pressure will compress the air until the air can push back with the same pressure.
