Yeah ... I think I was thinking of CivII.  I used to use essentially this strategy in CivI.

The AI cheats in all of them I believe (at least the default satisfied citizen stat iirc). 

Yeah.  I remember making a custom race in MOO2 and picking the "Omniscient" trait.  Then I looked at the enemy in the early turns of the game and they had FAR more fleet units than they could support.
