Oh lord if those mayhem missions are at all decent that could be a total riot hehe. I can just see going to the team on TS okay guys you go left I will go right and lets rip this town to pieces.
The rest of the stuff looks pretty good as well. I am not sold on the thugs but hey probably an easy add and a lot of people asked for a ganger set. They really needed pirates though. How can you have ninja masterminds but not have pirate master minds. Especially when they have such nice pirate apparel in the COV character creator.
Oh lord for the patron powers I would have to be a disciple of cpt mako. Flinging sharks at my opponents for the win!

Something not mentioned in the I7 release info is that the Paragon Dance Party (PDP) aka Pocket D is getting a big facelift.
This is now live.

Jack Emmert (Statesman) is slated to write the next Prima guide update. Don't think I've heard of a strategy guide being directly written by a top developer before. (Now we can finally have a guide that tells us How CoH/V Is Supposed To Be Played! ) After months of CoH, I now know how it's supposed to be played. And that way isn't any fun. Hence my lack of active CoX subscription. Alkiera

Well, all this excites me more than the thought of playing EQ2 for another month at least so I'll be picing up CoV soon now that it's $30 at a lot of places (even for the collector's edition).

Valentine's Day event has begun and will last until Feb 22nd.
For logging in, you get the Heart of Light badge if hero, Heart of Darkness if villain. You also receive acess to a new "Toga" costume piece.
Yes, a Toga. Think Cupid.
The hero/villain cooperative missions are live and in Pocket D. Each mission /requires/ that you have at least one member of the opposing team with you- yes, forced grouping. Not that it's gonna be hard to find a villain or hero wanting to do the missions over the next couple weeks.
There are badges for completing these missions.

Some interesting CoH subscription numbers taken from the latest NCSoft financial reports. From the User Statistic section for City of Heroes: | June 04 | Sept 04 | Dec 04 | March 05 | June 05 | Sept 05 | Dec 05 | Servers | 11 | 11 | 11 | 15 | 15 | 15 | 15 | Highest Concurrent Users | 31,085 | 26,870 | 15,741 | 21,283 | 20,911 | 22,340 | 23,730 | Daily Access | 69,011 | 68,073 | 45,318 | 56,366 | 59,969 | 59,133 | 66,775 | Monthly Access | 169,925 | 163,053 | 124,435 | 140,481 | 162,922 | 150,068 | 194,000 |
Close to 200k active accounts would have been a pretty respectable number pre-WoW. Still not bad for a nitch game, I suppose. Just thought the numbers were interesting. (By the way, they have Guild Wars data in that same PDF document as well if anyone is curious about those numbers)

It's not a niche game if there are 100,000 people paying for it.
Also, looks like about a 44,000 user jump since City of Villains got released. I'd say those are damn great numbers. Fuck WoW, it's not in the same category, IMO. Fantasy MMOG's are only peripheral competition anyway. There is no other game in the medium that fits the genre. I want to know what it does when DC Online or the Marvel game get released.

There are badges for completing these missions. And, uih, one of the most awesome temp powers ever. It's called Nectar. It splashes out an area-of-effect combination confuse and placate effect - whatever it hits will beat up on its fellows if the confuse is powerful enough, but in any case won't target you. It's powerful enough to cloud the minds of bosses and lasts at least a minute. You get 20 shots of it. Put it to use last night in Diviner Maros's arc (whose narration is inspired by Dr. Manhattan). Went through a custom cave map which was the prison for some ancient evil, smacked down the Freakshow ("Dude?" "Yeah?" "This 'cult of the shaper' thing was fun to start with-" "True." "But lately it's gotten kinda weird. I think we should pull out after this is over." ::I ATTACK!:: "Why? Why do we constantly engage in these self-destructive behaviors?") and when the end boss summoned backup, I hit it with a splash of nectar. Yay, reinforcements! It would have worked out better if my Lich hadn't tentacled everything but the end boss and then swept it over the edge of the ledge we were fighting on, but overall it was a successful run. --GF

Well since Sigil is doing the Marvel game I figure Cryptic has at least 5 or 6 years before they even have to worry about that. As far as DC goes I'd put my bet down for early 2008 (based on nothing but guesswork). I'd say that Cryptic has a good amount of time to build up some more content before any competition shows up, and now that they have City of Villains out of the way I'm curious to see what they come up with for their next expansion. Wasn't an underwater expansion one of their earliest ideas? Maybe TOA kinda killed that concept off though.

Statesman has dropped only the following hint about the next expansion. And I'm paraphrasing here. I really like shadows. He's mentioned well before the release of City of Villains, however, that he'd love to do a more pulp-style expansion.

Just a quick point on mayhem missions, they will, in effect, be 'destroy % of targets timed' missions. I have no issue with this, but some people will.
Also on patron powers, these look suspiciously like the hero 'epic' pools. Again, that seems sensible to me, but some people will object.
Other than that, I'm a little disappointed at how little CoH (as opposed to CoV) is getting in I7. /shrug

That's exactly what I always assumed it was, and I assumed everyone else was aware of that as well. The difference being that the powers you get have more to do with who teaches them to you than with a given "theme" (like devices, or dark mastery, whatever). I mean, what else could it have been?

Given each Patron has a set of powers, I would say they still follow themes. The difference is that they give you an in-game reason to be picking them up, where as the Epic Pools in CoH you had to come up with your own reasons for having them.

Well, it wouldn't be the first time the devs have given something a cool name, and when it turns out to be whatever a rational person might expect, there is a great wailing and a gnashing of teeth about how it doesn't completely revolutionise the game, doesn't change the nature of villians so that they are no longer just evil versions of heroes (despite the fact that that is exactly what villians are in actual comics), doesn't patch in the arr-pee, the fun & an end-game, and doesn't make people who dislike the basic combat system stop complaining about 'teh grind' - whatever that may be. That's all.

Some new details on Recluse's Victory: What will perhaps be more exciting for experienced City of Villains players will be the new player-versus-player area (that is, for players to battle against each other). Recluse's Victory will be a new high-level adventure accessed through one of Recluse's secret projects--a rift in the time-space continuum that leads to an alternate universe. In this universe, the virtuous Paragon City from City of Heroes has fallen into ruin and has become a war zone, with seven different "pillbox" control points. In this highly challenging area, all the pillboxes will begin as neutral positions, but when captured by teams of either heroes or villains, they will become armed with powerful stationary turrets that will require coordinated squads of players to destroy. After capturing a pillbox, the surrounding area will change in appearance for all players--if heroes capture the pillbox, some small part of the pristine beauty of Paragon City will be restored.
If villains capture a nearby pillbox, the area will become covered in graffiti and propaganda for Recluse. Things get more interesting when players take control of heavies, which are gigantic killer robots tied to specific spawning platforms and can be given orders in battle by the first players to seize them. Although the zone, which periodically resets for further captures in round-based matches, can be conquered by capturing six of the seven pillboxes, by the time either team captures four, the remaining pillboxes will become reinforced by computer-controlled signature heroes and villains of the series, up to and including Lord Recluse himself and Statesman, the alter ego of City of Heroes creative director Jack Emmert. After Recluse's Victory has been secured by either team, there is a five-minute victory period, during which players can continue to pummel each other and environmental enemies for additional prestige points. If you wanted revenge on Positron for his TF, or on Statesman for the nerfs, here's your chance.

Some of the most in-depth info we've seen about I7. Copied from a dude who listened to an interview and posted it on the CoH boards, I recommend reading it all: (Part I) [color:"yellow"] BASES - When you create SG you create your own logo which will be on pieces you place in bases, including Holograms.
- Storage is for enhancements, inspirations and salvage
- Empowerment Stations are low cost and you trade in salvage for the buffs that they give which last 15 minutes.
- Many new items have been added including the conference table, banners and so forth.
[color:"yellow"] COSTUMES - If you have both games you get ALL the costume options on both sides.
- New costume additions include Plant Hair, Pointy Ears, Robotic Legs and Tuxedo for the Secret Agent guys.
[color:"yellow"] GRANDVILLE - There is an immigration point where you arrive where lines of people are trying to get into the island. As a chosen one you are allowed to walk in freely without being hassled.
- If you prove your worth to Arachnos you can actually help and become a part of Recluse’s world domination plan.
- The Tangle is some kind of array that leads to some kind of control device that Recluse has yet to reveal to the world.
- In areas of Grandville that you’re not supposed to be in yet (they really want you to work your way up) there’s a chance of getting mobbed and attacked for being there. There are beehives with Guardians that you will trigger if you’re not supposed to be somewhere and I think he said they bring this to your attention by “destroying you”
- There are new animations for NPCs that you’ll see such as when they are working and building.
- There is a new AI Trigger system in place that players can activate which will at times activate a small story with NPCs and the environment that you can interact with.
- The Gutter is the old town that Recluse built his town over. He shoved all the failed spider/human expirements of his down there and they infesting everything and crawling over all the landscape and buildings like termites.
- Inside the main tower you have to pass through the lobby and here is where all the signature villains actually are.
- You can actually walk through the conference room from the E3 trailer. This is where the patrons are standing.
- The windows inside of the Tower are the first step to actually making “real” inside and outside environments within zones, meaning that if you’re inside the building and looking out the window, you will see all the other players and spawns outside and if someone flies by the window you will see them, just like Pocket D.
- Signature villains will give missions and you will fight them within missions as well as signature heroes.
[color:"yellow"] PATRON POWERS - Players are given “hard” numbers for everything of each individual power, which has never been done before.
- Scirocco is in there with a Mu Guardian. He gives Mu powers such as the Lightning.
- Captain Mako is also in there and he gives Coralax and shark powers.
- Black Scorpion is there getting his armor worked on to add on a jetpack? There was something about a jetpack that I couldn’t make out.
[color:"yellow"] END GAME - Inside the tower stand Recluse and he is the one who gives the final SF for the game.
- 8 Villains are needed for his Strike Force.
- You must take on ALL of the Freedom Phalanx.
- It is repeatable and “incredibly hard”
- You earn the equivelant of a Hamidon Enhancment if you are somehow succesful.
Wanted to throw out all of this so far since some people were getting antsy. There is still a TON of information Recluse's Victory and Mayhem Missions that I'll be working on in about 30 mins. I need to finish some stuff up for work. Look for it in a bit. You guys are very welcome. (Part 2) [color:"yellow"] RECLUSE'S VICTORY - Map of RV is updated in real time at all times so that everyone knows whether the heroes or villains are winning and what side needs help.
- There are 7 temporal anchors (the pillboxes) which is what Recluse has set down to help him change that dimension. Your goal as a hero is to disrupt them and prevent him from doing so and vice versa for villains. Each one has turrets, which are “much” stronger than any of the turrets in the game currently.
- There are 3 Heavy Platforms that can be seen on the map. It’s a giant robot that acts like a tank. The Heavys are controlled just like MM pets. There is 1 Heavy per platform. Once a player secures a Heavy no other player can take it. The Heavy can only be reset by killing the player controlling it or by defeating the Heavy itself. They will be “highly” sought after resources for the battlefield. They can take out the turrets on the pillboxes a LOT easier than actual players. They can also do this from a safe distance without getting railed by the turrets. A normal player can’t take out a pillbox alone, but if they have a Heavy they can.
- The neutral state of the zone is abandoned and decaying.
- There is a new UI within the map that makes navigating to all the pillboxes easily. You don’t have to open the minimap or anything. You don’t have to stop in midbattle to figure out where you are going at any time. The new UI is that good.
- If you take a Pillbox the surrounding area changes to match your side. You also get a bunch of defensive measures to spawn at the pillbox with you to help you protect it in case you feel you don’t have “super PvP powers” to be able to defend it.
- If one PLAYER (that's what they said, I figure they meant side) takes 4 pillboxes, then the signature heroes/villains are spawned to help out the losing side. Signature Heroes/Villains spawn as Giant Monsters and will attack the pillboxes. It will take 8-12 people to take down, they are “not easy”. They will destroy the turrets and guard the pillboxes for you until a player comes to guard the pillbox themselves and then the heroes/villains will race off to the next pillbox. Each of the heroes/villains, if defeated, are worth “phat loot” so the opposing side will want to kill them. Statesman and Recluse themselves can show up at some point. Basically at this point they wanted to emphasize that you have armies of people fighting each other, along with several GMs (in the demo BAB, Manti and Posi showed up at the same time) fighting along with Heavys firing away, so that it’s one gigantic brawl going back and forth.
- To win you must capture 6 of the pillboxes, which then gives you a 5 minute victory period. Before this 5 minute victory time you are earning points, which is indicated by a bar on your screen, for the zone. You earn points by defeating other players, destroying turrets, capturing a Pillbox and controlling Heavys. If, by the end of this 5 minute timer, you have 1000 points, you are granted a temp power that allows you to summon a Heavy in PvE.
- During the 5 minutes, the losing side receives a counter. If they kill 100 things, be it players or turrets, etc. they can reset the clock to 0 so that they winning side loses its opportunity to gain the temp power.
- It will be easy to tell where there are villains or heroes throughtout the zone based on the difference in appearance of each area.
- The audience laughed when they saw what the statue of Recluse with the world looked like after the villains won that area, so it would seem that it does look cool.
I'm going to do a part 3 because the RV part was looooong to listen to and go over again, and it was a lot of information. Part 3 will be all about the Mayhem Missions and any other little details. Stay tuned. (Part 3) [color:"yellow"] MAYHEM MISSIONS - Heist missions are now in the normal rotation of newspaper missions and Mayhem Missions take their place as the missions unlocked by doing 5 or so newspaper missions.
- Some of the new customized missions have puzzles in them.
- One of the mayhem missions involves breaking into a bank, breaking the vault and defeating a Hero that will show up at the end.
- MMs start with very little time and you earn bonus time by being a “villain” and destroying anything or causing mayhem.
- You have to walk around the map to see all of the little events going on that you can unlock within the mission itself. There will be NPC villains from CoH that will tell you about things they want to do, such as blow up a building. They may have the key to the building, so you have to beat them up to get the key so that you can go into the building and then blow it up, the inside will catch fire as well as the outside, then you have to run outside, earn more bonuses and loot and THEN you can go off and continue on your main objective. All these side missions will be indicated by a “Heads Up” display. There was also a Pawn Shop side quest within one mission that you could rob. Inside the building were a ton of cameras that you must avoid or else <something> happened. The better your sneaking around abilities are, the more successful you will be in these missions. Stalkers will love them they said. Anyone with pets will hate them. There is also a new Paragon bank and the PPD Precinct.
- You get SO and DO bonus rewards depending upon your level and special salvage rewards that will count as credit toward PvP items such as the Warburg rocket. They were “shortcuts” they said.
- If you die on a Mayhem Mission you don’t go to a hospital or anything. Each of the maps have a PvE prison of sorts that you get sent to, such as the PPD jail. You don’t leave the Mayhem Mission. Sometimes there is a side mission within the prison to break out a person next to you. “You’re not the only guy running around doing bad things.”
- Another reward you can get is a temp villain pet to help and follow you around. Not controllable like MM pets.
- The new PPD is within the mayhem missions villain side and throughout all of Paragon Hero side.
- Knockback power, levitate powers and all those kinds of powers work on the citizens running around.
- During the mission at all times you must be aware of what’s going on. You can’t just attack a spawn and and not look behind you or above you or to the side because Longbow and PPD and others show up to stop you with the more attention you draw to yourself.
- All destructable objects leave behind debris that you can interact with.
- There are 9 different maps that range from Atlas to PI. You get a new map every 5 levels. There are 5 possible side missions within each map. At the lower levels there will only be 1 and so forth.
- There are tons of temp powers and such within the missions as rewards or blinkies. You can go inside a warehouse and steal a shotgun to gain it as a temp power.
- At the very end of a Mayhem Mission, and only once during each 5 level range, you are awarded an “awesome” temp power with a long duration. The duration is similar to that of the Holiday Jet Pack. Each of the maps rewards a different Ultra Temp Power and you can only get them once. These include Debt Reduction for a week and new art from Icon that you can show off.
- There are badges within the missions that you can run around and grab. There are also badges for destroying certain numbers of items (cars, PPDs, fire hydrants, etc.) Accolade badges will then chain off of these badges.
- People wouldn't stop laughing during the Mayhem Mission part for some reason, so I couldn't make out some other parts they mentioned, such as a snippet about the Patron Powers. I'm guessing Mayhem Missions are just awesome overall.
[color:"yellow"] ELECTRIC BRUTES - Electric Brutes get a Teleport AoE power. I'm guessing it's an AoE TP Foe based on the conversationt:
Speaker 1: "Uh, I can show you one of the coolest, new, uh, Electric Brute powers, it's a Teleport Area of Effect power."
Speaker 2: "It's quite handy in Mayhem Missions. It pulls the entire <can't make it out>"Yes, my ears do hurt a little form having to put headphones on and turning up the volume, but I sent the clip through a ton of audio filters and tweaked the EQ settings and it made it a lot more tolerable and clearer, but not 100% sadly. So that's it folks, enjoy

This is kinda important: Starting today the City of Heroes and City of Villains character name policy will change. Previously, names for characters under level 35 on game accounts that were inactive for over 90 days were changed to unreserved status. Data mining has determined that this policy is not needed on an ongoing basis and the program has been suspended. If we need to reenact this policy in the future to free up names then we will give all players 30 days notice before enacting the policy again. We thank all players for their continued support. Any questions about this policy can be directed to cityofheroes@plaync.com So no worries about losing any of those names you've got saved, anymore. Frankly, I liked the policy. The level was set too high, but otherwise I felt it was a good way to keep decent names from getting sucked up and buried in an account's grave.

I thought they were just doing the name thing for the CoV launch. I didn't know it was an extended deal. More than likely, some of my names are gone then.
[edit] Heh, so I decided to resub for this very purpose. Luckily, my characters are alive and well.
What are these new gladiator badges anyways, and why are all of these villain groups on my side now?
[edit] Another thing, Llava...
Any tips on a Katana/SR respec? I'm clueless.
Grav/Kin as well.
There isn't another game that changes powersets as much as this one. I honestly believe that Jack Emmert has OCD.

Instead of going in to pound it out yourself, you get a point-based stable of villain surrogates to fight it out for you. You can command them like Mastermind pets. Gladiators don't actually do anything that could get you XP, though. [edit] Another thing, Llava...
Any tips on a Katana/SR respec? I'm clueless.
Grav/Kin as well.
There isn't another game that changes powersets as much as this one. I honestly believe that Jack Emmert has OCD. Well, with the defense changes in I7, SR is fine, and the passives are getting buffed too. If you're looking for three powers to drop to take Stamina, consider the weakest basic attack, the single-target taunt, and either parry or the passive melee dodge. For grav/kin, if you have somebody made up pre-containment, know that when you hit something you've controlled, you do double damage to it. Propel just went from bottom-of-the-barrel to one-shot potential. I'd hold off on GDField until you can buy SOs, since the recharge rate is so very long. Also, you can pretty much skip a travel power with siphon speed and IR, so there's most of Stamina right there. --GF

Should I still get active buffs now that the passives will be better? Or both (it's what I have now)?

Take both. And don't skip the passive melee defense- that's important for PvE. The passive ranged defense is a better choice, though you'll be fighting more ranged attacks in PvP.
Katana and SR are both solid sets, now, so you can't really screw up their spec. All of Katana's attacks are good (but, as said, Gambler's Cut may be just a bit too low in damage and too quick in recharge to really utilize it properly once you have all the other attacks), and just about everything SR gives is worth taking.
Slot your active toggles and your attacks, keep in mind that Enhancement Diversification means that more than 3 of a type of SO in any one power is a waste. Therefore, I wouldn't put more than 5 slots in my defense toggles, and would probably only put 4. (3 defense, remainder endurance reduction).
If you'll be doing PvP, it helps a lot to 2 slot accuracy into your attacks. Parry will help you outlast Brutes, but it won't be a lot of good against anything else CoV throws at you.
You do want Stamina, but you could get by without it if you slot endurance reducers in everything.
