Shotgun firing rubber baton ammo, I think?  I seem to recall nonethal weapons often being better than lethal in that game because you don't always have time to figure out if the target is armed, and if you plant an unarmed civillian, it can make you fail the mission.  So you pack nonlethal rounds and play in shoot first/ask questions later mode.
