I read it as an individual comparison, not an overall comparison, i.e. Canada as a whole doesn't use 6% more oil than we do, but each individual person there uses 6% more than a given individual in the US. Canadians drive almost as much as we do and then they will use more in utilities so it makes sense.

Check out Singapore. The oil is just per capita, so it includes stuff like shipping which is not directly used by people living there.

The things I found on the internet says that Canadians drive 80-85% of what we drive. None of them were worth linking though, because they were either old or dubious quality.

It's not. It's just relative. It's about 1.2M cases in the US or .06% of the pop v. .02% of the pop in France or Italy. Compare that to the problem in all of Africa and it's just not even close.

Tonight's low where I live will be -36° C / -32.8° F without windchill, with windchill both units of measurement are around -40°. Some parts use a lot of fuel oil during the winter.

I'd like to see this for US states  This. Someone make it happen. Also the AIDS stat is fucking retarded as others have pointed out. 6 times more likely than .02% is still insanely unlikely. Something like chance of cancer would be more interesting or life expectancy after you get HIV or cancer would be much more telling.
