The guy in local with the captain hat said the box he found it in was labeled a chest.  Assuming he wasn't full of it, that means that yellows and purples are in lockers, blues are in chests.  Keep an eye out for those if you want to spend ten hours running up and down a river to get a blue hat that looks identical to the grey variety.

The blues and purple were added a LONG time ago when some people complained about them not having stats for higher level players, this may have even been from BEFORE the cosmetics system. Anyway, its kind of neat for some programmers evening addition for a holiday that does not even exist and many could care less about. "International talk like a pirate day" is what this is all about.

Just get your pirate hats and YARRRR it up!

Don't know about the rewards but yes, this was added before the cosmetics system. I know because after not logging in since a few months after launch, I logged in and found all the quest items still in my inventory so it must have been one of the last lot of quests I was trying to do.

A point can be MOOT. MUTE is more along the lines of what you should be. - WayAbvPar
