Wasn't Top Jelly Bean Comic or some on-line comic with animations going to make Marshal Law into a cartoon?

I miss Epic and Marshal Law, used to go to the comic store just for that one and found some other adult themed comics too (anyone remember the story about the crazy dude who used to party and then they put his brain in a frog to make him rob banks?--about 1987 or 88 was when it was out).
