They didn't come back to it because that wasn't actually the trigger.  Walt said as much in the scene you mentioned later in your post.

Walt turned to crime because he had cancer and knew that he was about to die without having built anything.  He felt like he had squandered his genius and ability teaching chemistry to unappreciative high schoolers and washing cars.  Then, seeing his own mortality approaching, he let his inner Heisenberg take over.

He used his family and medical bills as an excuse for unfettered ambition.  He essentially admits it, too.  Even if the bills weren't there, Walt still would've cooked meth.

I'm talking about the what the writers felt, not what the character felt. I think they deliberately moved away from that because the didn't want the controversy/political alignment.

I never got the feeling the writers were coming from a political alignment at all, so I doubt it.

I suspect the makers wanted to create a great TV series, not a political statement.

Both the age of the character and the lack of knowledge are obvious - however, the character was foolish for a 15 to 17 year old with the level of knowledge he had. 

If there were a spectrum of 'foolish to wise' 15 to 17 year olds, he'd clearly be on the lower half, and likely closer to the 25% line.  The next time you watch the series, look at the series of foolish things he says that brings negative attention down on him, the booze thing, way he treats Walt when he finds out Walt is sick, the bratty things he says when asking to be bought off, etc...

Because he is.  One of the best-written and most consistent characters on the show, without the required Deus Ex for a main character.

Neither the quality of the writing or the CP is relevant here: They have nothing to do with whether the character was foolish or not. 

I'm not saying he was a blithering idiot, but he did (and said) a lot of stuff that showed him to be a bit slow - so much so that I thought we'd get a reveal he wasn't Walt's son because he was so different.  There were other foreshadowing things in there (hair color, Skylar being willing to cheat, etc...) that also pointed me in that direction, but the thought first occurred to me while watching Flynn say some really stupid stuff.   

Regardless, if you actually go back and look at what he did over the course of the season, you'll see more than just a kid being a kid.  If you're not seeing it now, I'm pretty sure you will on your next run through.
