I didn't get my 4th tactic slot on my chosen on rank 38, however  got 4 on my rank 38 swordmaster is this a bug?

Its supposed to be 40.  Lots of people get em earlier tho...
Working as intended, yeah, lets go with that.

I have a feeling that stacking a lot of tactics hasn't been tested at all.
