Member berries were certainly supposed to be a larger element and the election fucked it. No idea how they were going to ultimately fold into things, but since the memberberries won the US election in the end there was no way to destroy Garrison with them.

Hell, the whole episode the day after the election was clearly, "OH shit... " Randy had just discovered the member farm the week before.

The Cartman thing I'm relatively sure was going to be a more permanent shift. Much like PC Principal as an addition. That's all scrapped now as that segment of the nation is going to have zero influence on things for the foreseeable future. Maybe we'll circle back 'round to the silliness of the 90's over the next four years.
