Yep, a Shoretrooper aka "Scarif Trooper" from the Imperial base in Rogue One.  The "Lack of Thighs" is for increased mobility and, yes, it makes a HUGE difference. The hip plates provide enough and Shores are smarter than Storms.. they use Cover, so upper body is the only part routinely exposed.   DRILLING AND MANLINESS why so serious?
