Shooting a rifle or other long weapon and shooting a pistol are very different skill sets.  Aligning rifle sights is very easy and a correct body position will go a long way toward good shooting.  

Shooting a handgun is much more difficult due to the lack of support for the weapon.   Waving a gun around on the end of your arm isn't a very effective platform for stable shooting.  Pistol sights are harder to align for this and a number of other reasons.  Additionally, people are much more likely to jerk a trigger on a handgun than a rifle.  Since there is a lot less barrel to jerk, the pistol shot will go much wilder than a rifle shot with the same trigger pull IMO.

As far as jamming while shooting sideways, I haven't had a problem with that.  Shooting from the prone position with a pistol usually involves shooting sideways for me.  Just feels more natural and you don't have to try to break your wrists to keep a 90 degree angle with the ground.  Shooting from the kneeling position around an obstacle also can be done more effectively when shooting sideways.  

When shooting any pistol, you are a fool if you don't use 2 hands.  Shooting any kind of semi automatic pistol with a 2 handed grip is more than possible unless you have meat hooks for hands.  You only get bit by the slide if you don't know what you are doing.  You can use cup and saucer, push-pull, etc. and effectively use 2 hands while shooting a semi automatic pistol.  

In any case, pulling a trigger is easy.  Shooting is a skill.  Very few gangsters know how to shoot properly.  Maybe the gangs need to join the NRA for some quality weapon instruction.
