Actually, I thought this through. The Doctor should be played by Keanu Reeves and the Master should Christopher Walken. Then we'd be cooking with awesome sauce.

As fat is nearly the same density as sea water, the displacement from mass will equal that of volume.
The important thing is not that the densities are similar, but that she is less dense than water (doesn't matter by how much). Once she's displaced an amount of water equal to her own mass, she'll stop sinking and therefore won't displace any more. The water exerts force upward on her equal to the weight of the water that she displaces. If she were more dense than water, then while submerged in water she could displace only an amount of water equal to her volume (which would be less than the amount equal to her mass in that case), and the difference between her weight and the weight of the displaced water would cause her to sink. If she were on a boat and she were more dense than water, the boat's lower density would help her to displace the full amount of water equal to her mass. Unless the combination of her and the boat were more dense than water (i.e. she weighed more than the amount of water the boat is able to displace before sinking), in which case she'd sink the boat. In any case, there is no way that she would be able to displace MORE water and cause the sea level to rise by leaving the boat. If she were so muscular or weighed down with jewelry as to be more dense than water, she would displace less water once off the boat (and sink like a stone). But in the more likely scenario, only some fraction of her bulk would be submerged, and she would displace only the amount equal to her mass, same as when she was on the boat. Well, unless you strapped an anchor to her.

It was bhodi who said she would displace more by entering the water. I said it'd be about the same because of similar densities. I didn't bother to state the effects from lesser and greater densities because they're not applicable unless she's a cyborg. (Though a lower density still matches what I say and a higher density, which she will be slightly if you take temperature into account, is the opposite of what bhodi "oh snapped" me on.) Thanks for expounding though.

Whoops! I had it backwards. Still, I got the volume/mass part right, I simply messed up the conclusions. I think I made the same mistake in the cannonball thought experiment.
I also forgot fat is less dense than water. If she's not completely submerged, YOUR MOM simply becomes her own boat and there is no change.
It would, however, be entirely possible for her to create a tsunami, causing the local sea level to rise 5 feet. I think we can all agree on that.
