I don't remember the quote for the baloon, but I'm pretty sure the panels are from the original Tag & Bink series published by Dark Horse. It may have actually been a one-shot. Either way, it's a good read.

It's simply "Happy Birthday"

The story revolves around that ST having stolen Darth Vader's personal diary which basically reveals a very angsty Vader hoping that someone's remembered his birthday and thrown him a surprise party but when he finds that noone has, he goes back to his quarters and gets very drunk. 

It's better than I make it sound.

That comic with Vader's Birthday was pretty good.
