Q1 2007 stats are out and they were 143K for March 2007 (down from 154K in December) so yeah I'm not sure where they are coming up with that number. I9 got some resubs but not double. Or maybe their way of counting is not the same as what we're used to here in the US. I don't know enough about Korean culture or the Korean version of the game itself to even speculate on what the problem might have been.

Back when they used to separate out the regional server numbers, I think the Korean server had only around 10k players.
A couple of theories have been put forward regarding CoH/V's failure in Korea, such as:
- too much character customisation - not enough grind - not enough in-game direction for players - western superheroes not fitting in well with Korean culture
In truth, it's probably a mixture of these things.
