Not sure, but I believe it's 100% true that the WiiU is a tarted-up gimmicky piece of shit.  why so serious?

Yeah I agree. It looks to me like Nintendo just tried to recreate the Wii, hoping that another gimmick(like the motion controls) would do that. The Wii's motion control gameplay and low price was enough to buy people into ignoring the fact that it was barely better than the Gamecube. And that's just not gonna work a second time(fool me once). The WiiU is supposed to be a next gen console, but is sub-stantard to THIS generation.

Relevant: Considering the fact that Mass Effect 3 is on the WiiU, and it uses Unreal Engine 3, I'd say that's an indicator that it can play Unreal(Though I cant say if it plays it well). Dunno about Frostbite though.

Also Unreal 3 is a fairly wide spectrum of capabilities it's not a monolithic product. The older versions of the engine are much less powerful and require significantly less resources to run than the current UE3 version. UE3 is still being licenced and developed so it is still a current engine, Epic told us at the UE4 demo last year that they only expect high-end games to be using it for the next 2-3 years and that you won't see it on consoles for a while yet.
