I didn't know about this until it went down for a hotfix. Free character transfers until May 9th for anyone interested.
I thought about bailing all you Steamfont/Oasis scrubs for my original Lucan home :P Too much work to bother, though...

I think it's restricted to rule sets, but I'm not positive on that.
And the hotfix was needed because when they initially went live with the free transfers on Tuesday, people were having their entire inventories duped for them.

I could understand not allowing PvE characters on a PvP server, but any other combination doesn't make much sense. Then again, I forget the quirks of some of the rulesets, I guess.

I don't think you can transfer a character out of Station Exchange (RMT) servers....not positive on that.

PvE to PvE
Exchange to Exchange
If you are on a PvE Exchange server you have to move to a PvE Exchange server.
If you are on Vox (PvP Exchange) you stay on Vox because there is no other PvP Exchange server.
Free... it asks for CC numbers, but you can put fake ones in. No authentication involved.
I'm on Kithicor, but don't move there to play with me. I'm also on Test, PvP Test, and Nagafen. I can't seem to make up my mind.
