Its been a few years since I have bothered with it. The main thing I remember is my bosses loving it because of the shiny pie charts and stuff. I never understood spending thousands upon thousands of taxpayers dollars on something a few guys would look at for 5 minutes once a month...

When those 5 guys are the ones with the wallets, it's important. The trick is to insert into the proposal the 'hardware' required to view them perfectly and then relocate said hardware to your house.
