US AoC varies from state to state.  Ohio was 16 so long as no party is more than 5 years older than the other last I'd heard, while Kentucky is 18 which always struck me as odd what with the old jokes about the state.  (Granted the 16yo a.o.c. doesn't stop parents from filing statutory suits against people they disapprove of.)

Also Turkey has national service up till 50. If you haven't done it by then you lose your citizenship, my uncle had to go back to Turkey a couple of months before he turned 50 to do basic training and sit around in a camp for a couple of weeks. Being a trained doctor he got to spend his whole time in the medic's hut playing poker and drinking as he was more qualified than the medic they had. I could live with doing that for national service

Actually, the movement among states seems to be revoking full driving privs @ 16 and going to a graduated system. As of 1999, 27 states had done it.  Ohio did it about 9 years ago and is along the lines of: You can get your permit at 15 1/2, but can't test until 16. They closed the "16 year old monitoring 16 year old" loophole and if you're on permit you must have a driver age 21 or older in the front seat with you. (Must be a parent or certed instructor at 15 1/6)  If you're driving between Midnight and 6am, you have to have a parent in the seat beside you.   You have to have your temps for a minimum of 6 months before testing to drive.   

Then, once you have your license at 16 you can't drive with more than one passenger unless your parent or guardian is in the FRONT seat with you.  You also aren't allowed to drive at all between midnight and 5am unless accompanied by a p/g.  (Exceptions for school,  emergencies and Work - but the employer must have certified a note)  The above changes to between 1am and 5am when you hit 17.

If you have ANY moving violations within the first 6 months of having your license, you're restricted to driving with a parent or guardian for the next 6 months, or until you hit 17.  If you have 3 violations before you're 18, you just lost your driving privileges for a year.

KY's is much, much less strict but enforces a "zero-tolerance" policy for alcohol.  Get caught with .02 in your system and you lose privs for 6 months, then have to retake the written test and pay a 'reinstatement' fee.

We've got a graduated system, and it seems to work fairly well. Don't know all the details, but I know it includes limiting new drivers to a single passenger, zero tollerance on blood alchohol level, and big N decals on the backs of the little fuckers cars so that I know what they are as they weave through traffic past me at 110 mph.
