Is this possible? I am too disinterested to actually investigate, but if someone tells me how to do it I will gladly copy your build.

Pretty simple. Racial Frigate 3 & navigation, stat focus is on perc/will, transfer money over, buy Racial Industrial, train it for 2 days and you should be up to or close to 4.

Starting with indy 4? Impossible. You can't start with any ship-class skills beyond frigate.

I just made a minmatar brutor with Frig IV, Spaceship Command 3, Navigation and Afterburners (12 per, 9 wil).  Really the only skills you'd need to grab are mechanic, hull upgrades and minmatar industrial.  The mammoth is a pretty damn good industrial at IV.

My alt got in a Hoarder on day one, as it is only Frigate 3.  Had to train Nav and AB eventually, but took my time. He's not aligned with anyone, so good for Empire trading. The Mammoth is a good ship though, something I'd probably get for DQ, as he can also fly the Hoarder already.

Do it all at character creation and you'll be good to go.
