Adding/changing your avatar image is broken in the f13 theme. You'll need to switch to a theme other than f13 (e.g. SMF Default Theme, Babylon, BlackDay) and upload it through there.
To switch themes go to your Profile -> Look and Layout Preferences and click on Change by the Current Theme setting.
Edit: You should be able to update your avatar with the f13 theme again.

I have killed the permissions to hotlink avatars.
Apparently, while I was sleeping, there was a lot of gross shit because someone hotlinked to crazyland or somesuch. That sort of shit shouldn't be a problem anymore.

It was an ever changing vista at that. There were 3 seperate images that I saw. I only figured out what the first one was at 3 am this morning when I WOKE UP SCREAMING.
Edited to add : The downside is that it seems to have broken Cheddars rather fine avatar...

Avatars hosted on F-13 need to be under 150pixels wide (According to Trippy). Apparently some won't work at that width, so you need to keep reducing it until it works. 110 seems to be a good size, though I've seen a few animated that are 118, and stills at 140ish..
