It used to be everyday (around this time) -- did they stop doing that after the server upgrade?

No idea, haven't been around long enough :)
Rare is it I'm trying to connect this early though. Generally 8-8:30am EST (1pm GMT) if I'm lucky.
What are you doing up so early on a Sunday? ;)

Since daylight savings time hit last weekend it goes down for maintenance in the morning at 7am EDT and is usually back up 30-60 minutes later.

They always take the servers down in the early morning (USA) every day. Been doing that for the two years I've been playing.

Cluster rebooted @ 11am GMT everyday since launch.
Just bear in mind that the UK (if you're working off UK time) is currently in BST so its an hour later @ 12pm
