PS3 games might still have region lockout but it's up to the publishers to decide that. Q&A with SCE President Phil Harrison who gave the keynote: We also learned that software would be region-free until the developer chooses which regions to support or lockout. The storage of Blu-Ray allows for developers to put all their regions onto one disc, and it's up to their discretion.

So it would seem. I bet EA locks out by region. Can't have Americans playing Cricket or Croquet 2008.
