Skills in a character's Skillbook are not yet available during a fight; they must be placed into the Skilldeck to be used during combat.
The player must select several skills from the Skillbook and place these into the character's Skilldeck. The Skilldeck can be compared to a deck of cards as seen in many collectible trading card games. It consists of 6 rows (called tiers) with 5 skill-slots per row. Each skill-slot can be filled with a chosen skill, as long as the skill was learned and is available in the character's Skillbook. There are some minor rules for placing skills in the Skilldeck, but other then that the players are completely free to experiment and create their own fighting styles and tactics. Teams can coordinate the composition of their Skilldecks to increase their battle performance during large tournaments in the Quarterstone Arena.
From here: http://www.thechroniclesofspellborn.com/Undoubtedly this is super vaporware status atm, I dont have time to go through the site and see if they have anything resembling a playable product at the moment. Hopefully one day I can add this one to my sig. Oh did I mention they are using the Unreal engine so no auto attack?

But but but... Oh and from the combat section: One of the things that has drastically changed in our game (in relation to most other MMOGs) is the targeting system. We have removed auto attack combat where you would target an opponent and click the attack button once and wait utill the opponent is defeated. Instead you hit where you swing by actually keeping your opponent manually targeted using a targeting 'reticule' or 'crosshair'. So if you win a battle it means your choices and reactions made the difference, not dice rolls and statistics.

I like the lack of dice rolls in combat.
That is what I thought DDO was going to be like - I hit because I aimed and maneuvered well.
We can only hope for a playable beta....

yeah, that's what MMORPG's need... more advantage for LPB's. Seems to me that since MMORPG have trusted state they can't be widely distributed (like CS servers are for example) which means you can't implement ping dependant mechanics. If they had a system where actual arena matches are "hosted" on local servers it could work I guess, but no one seems to do that.
The skill system looks a lot like guild wars except it has less skills usable at one time (5) but encourages more use of sequences since 6 moves can effectively be stored in one spot. Interesting, but the design of the skills and world will determine if its actually fun.

LPB = low ping bastard HPB = high ping bitch
old terms from fps, back when not everyone had broadband.
Really though I dont follow what your talking about, combat in WoW is fast enough that if you lag to the point where you can't accurately tell where the other person is your going to get hosed anyways. The problem I have with most MMO server setups is they either hide where the servers are located, or dont make enough effort to classify servers for various timezones/locales.

Indeed, and I don't... but traditionally MMORPG servers are centralized due to their heavier infrastructure and the fact that they must be trusted, and not everyone will be lucky enough to be close to the server. Obviously this is a familiar issue for me (Australian) but I was listening to some guy from Florida also bemoaning his ping. And this is WoW that has an unusually large number of servers, a less well funded game is likely to have even less reach.

In theory, the physical location of the server should not matter if you have a good ISP and the host spends a decent amount on bandwidth.
Of course, this only really applies to players and servers located in North America. If you're playing is Australia, you're gonna get boned every time I reckon.

Yeah... so... the combat system sounds nice, but isn't the skill system basically the same thing Guild Wars did?
Don't get me wrong, I loved Guild Wars' skill system, I think it was probably the best part of the game, and I'm glad to see another game adopting it. Just... y'know... Guild Wars already did it.
