As far as cats as service animals, I've heard of them being used for therapy visits in nursing homes, etc., but I'm not sure what driving one around in a stroller is supposed to do for you.

My exgf had a Keeshond who went through all that therapy dog classes. She used to go to retirement homes and visit the old timers. The license itself wasn't that cheap, but the renewal process was relatively painless and she was allowed to take her practically everywhere. Felt bizarre taking a dog on a leash into a kids hospital and not getting hassled.
And yes they do the same for cats, but I am unfamiliar with what classes they have to do (classes for a cat ... i don't even).
