Is it normal then mutation per beastman (or vice versa) on a level up or is it normal then mutation have to be rotated on each level up.
For example since that doesn't sound too clear, if 2 beastman level up I can choose normal skill ups for both of them first or is it normal for one and mutation for the other?
It's on an individual basis. If all of your beastmen level up to level 2 you can give them all block if you want. You'd have to give them a mutation before choosing another strength/general skill later though.
Also, remember that stat increases and skills only available on doubles (agility/passing) are "free" in that they don't count into that equation. All you have to worry about is general/strength vs. mutation per beastman and you'll be fine.
