I can't decide if that is more or less crazy than a skyscraper in an earthquake prone area like that.

Also, not sure I would want to build downward in a place that is:

A) Earthquake prone. (as Ingmar pointed out)
B) An island in the middle of what used to be a lake and has been reclaimed.

If the only way to get out is to use repulsion gel, now THAT would be awesome.

As cool as it looks, I don't understand how you are supposed to go up or down that thing, unless they have invented slanted elevators that they don't seem to show.

Slanted elevators aren't anything new, I've seen a few at subway stations here. Granted, those are only over short distances but I don't see any reasons why the concept wouldn't work on a large scale.
