Basically, it looks like Wizards is trial ballooning a new Eternal (non-rotating) format:  all sets starting after 8th Edition with a small banlist including the usual suspects (Jitte, Dark Depths, artifact lands).  Right now, it's still a one-shot deal but there is heavy speculation that this will be a supported eternal format in the near future.

The only supported Eternal format is Legacy (all sets, extensive ban-list) which has seen massive increases in popularity the last couple of years... unfortunately, the Restricted List means that it is also a dying format since Wizards cannot reprint many of it's core cards (dual lands, any rare before Mercadian Masques).
