Well, the problems I've always had with my neighbors borrowing stuff is they either break it, never return it or get pissy when you ask to borrow something of theirs.

I didn't consider ice-locked areas to really be "coastline."  If you can't put a harbor that usable the majority of the year or even dive for pearls off of it, then it's pretty damn useless.
