Looking to buy a T2 Pulse Char

I'm looking for a barebones character that I can train up. I don't have a whole lot of cash, which is why I'm not looking for a 30m SP monster. I'm just looking for a character that is either just within striking distance of t2 pulses or has them. I don't really care about HAC V or anything, I'm just looking to avoid the 80 day training.

I just happen to be lucky enough to have a 32mil sp amarr character sitting around. Ive been using him as a hauling alt, but it looks like he might be useful from now on.
