To the best of my knowledge, MS still has first right of refusal on Bungie projects as part of their breakup agreement, so I'm inclined to think that Sony is not in this particular picture, regardless of any other circumstances.
Besides - if they had the ability to drop a counterpoint of that magnitude to the FFXIII announcement like that, they would have done it, I'd think.
