Pretty certain it's just a map bug, unfortunately. Quick back of envelope calculation would suggest you'd need over 30 freighters full of shuttles to get 67,000 ships  And that's with the shuttles packaged!

Someone popping freighters full of shuttles on the test server. Black Rise is a new region for that faction warfare thing coming in the next expansion.
Edit: meh, apparently I'm wrong and the new regions already show up on the live maps. More than likely Apocrypha got it right and it's a combination of shuttle spam and map bug.

The yellow dots beneath the red and all over the map indicate other ships destroyed, and so I'd say there are too many people on that map for it to be a test server screenshot. Not sure what happened. Would be cool if CCP posts some sort of news story on it, though.

I can verify it's from Live. I saw it this morning (and should have a screenshot at home).
No idea if it's a bug or whether someone doomsday'd Jita for the notoriety of it.

There is a Titan in hi-sec, it was built before the restriction was in place and because it can't use the gates, it can never leave. It's a tourist attraction now mostly although I don't remember where it is anymore and my google-fu is weak.

I know there's at least 1 dreadnaught (Chribba's Veldnaught is one) but I wasn't aware of any titans in high-sec. Could well be wrong though :p Also, couldn't a cap-ship in high-sec simply jump to a cyno in low-sec if the pilot wanted to get out?
