Because it's the only goddamn guild type where there are enough divisions that the power levels make sense. For example, it's the ONLY government type that has a level just for inviting and kicking members and yet can't affect the guild.
Basically, I can't modify shit or rename it. Weird solution to the problem of having guild members be of a certain guild level. But it works, so whatever.

Considering that many of the people we have playing we know pretty well and the other we don't, it seems only two or three different ranks would be enough. It would be nice to be able to choose the number and levels of permissions and discard the rest and it would be nice to be able to name the ranks yourself.
