Im looking for some tips from any Minmatar pros out there on fitting out a Hurricane for level 3 missions.

Assume i can fit pretty much everything except T2 medium guns (they are nice, but untill i get a decent source for ammo for them, they are not going to be cost effective, i dont believe).

I think I ran something like this:
650's + whatever launchers you can fit
AB / LSE's and shield hardeners
PDS's or shield relays / gyros

warp in, burn away, snipe.

Here you have a long range and short range setup. Just switch the adaptive nano's for rat specific passive resistance plates
The short range setup need a little more interaction, the long range is just get in, align for kite and shoot

Exactly how much range should i expect to be getting with a long range setup with decent skills?  30 km or so? (and am i better off sticking with pure EMP rounds, or switching to something with more rat specific damage?)

Rat specific I would have thought. You can carry all types at all times, only takes seconds to switch.

Always use rat specific ammo. Since its projectile ammo you'll always do multiple kinds of damage. Find out what works best and use accordingly.
As a matari char, there is only one golden rule: fuck optimal range. Matari fight in falloff. Its where we shine, its what we abuse.
Since you are flying a pve cane you'll have arties, find out what the range is where you can easily shield tank your rats. At some point they will stop doing damage. Hang out there or closer, make sure you can dictate range, it isn't very hard in pve, fire the big guns and learn early what every matari char has to learn the hard way in level4 missions: t2 drones are your friend! Well actually they will save your arty ass.
