Broken Advertisement?

The last few days I've been seeing this Hepatitis C banner ad from the Government of Ontario. Every time it displays it's the only thing on the page that does. I have to hit Refresh and get the next ad in the rotation to actually see the content on the page I'm on.

I'm guessing that this is an ad that non-Canadians can't see. Is there any other info I can give you to get it fixed?
