Prostitution is hard for governments.
For instance, here in Norway both buying and selling is legal. In Sweden, buying is illegal, so both sellers and buyers go to Norway or Denmark to "operate".
However, it's not considered a profession (according to the Supreme Court here), so the income is not taxed (unless you want to), and it does not require a work permit. Which means the market gets flooded by mostly Nigerian and Eastern European girls. They fill up the entirety of two streets in downtown Oslo all evening. The competition is so hard that prices have dropped to rock bottom (I have read), and some have started to operate more during the day. The overworked police only go after the pimps (since third parties are not allowed to make money off prostitution - perhaps what keeps the tax authorities at bay) and the occasional unofficial brothel (usually a downtown boarding house).
Politicans generally avoid the subject because of its ickiness. However, there are strong movements to try and move more in the direction of official brothels (Oslo used to have them 100+ years ago) which would help immensely on the abuse and hygiene problems. Ideally they should also recognise "sexual consultancy" or whatever as a profession, which would mean an end to the thousands trafficed in on tourist visas. IIRC Netherlands is the only European country where prostitutes are taxed and pay pension contributions.
By the way, is it true that half of the (female) prostitutes in San Francisco are undercover police trying to nail (in the police way!) people for "soliciting"? And is Nevada still the only state where prostitution is legal?

And I have no idea on Nevada. I was under the assumption that it was only legal in one county, which is where the Bunny Ranch is.

The rest, either had their curtains closed (either not currently in service, or "occupied"), or I simply didn't look too hard.

Nevada is the only state where prostitution is legal, and even then only in certain areas (Las Vegas is not one of those areas) and in licensed brothels.
I doubt the 50% figure on SF prostitutes. Most prostitution in SF is via massage parlors anyway, which isn't what the cops target so much (there's an occasional bust, but not enough to make any sort of dent).

What I was told is that prostitution is legal in Nevada, but local ordinances such as those in Las Vegas prohibit it. Which makes plenty of sense to me.

The nevada thing is I believe controlled in county by county ordenances. So some counties allow it others do not. If you look up nevada brothels you can probably figure out which counties allow it because all the brothels are consolidated in the few where it is permited. From what I remember its mostly the more rural areas and not permitted near the big cities like vegas.

I remember the BBC had a documentary series about the Bunny Ranch place. They said that prostitution was legal in Nevada counties without a city, so yeah, basically in the rural areas.
