An enchanter can do all levels of enchants with advanced vellums. (II and III for BC and Wrath respectivley) I didn't see many high level enchants when I last checked, but I'm an enchanter and do my own stuff, so I don't go looking for enchant scrolls very often.

You needed higher level vellums to do the 35+ and 60+ enchants and those were reasonably scarce for a while. Now they're common, and people are maxing out enchanting, there should be a steadier supply.

I'd guess it's due to people maxing out Alchemy and Inscription skills and so they can use herbs for sellable items, rather than just skilling up.
Note that because of the materials cost of those higher level vellums, you are going to be paying a pretty significant extra premium for the higher level AH enchants compared to just finding an enchanter to do the enchant directly. They seem to cost more than what the 'normal' tip at least used to be.
Price of convenience, I guess.
