Never been much of a Mario fan, don't care for Halo.  Can someone please make me "Earthbound: Tactics"?

How would one do an earthbound tactics?  Maybe a shining force-esque method where the overworld is standard rpg fare, or full-on story-through-battles like FFT?  In either case, I want the psychedelic backgrounds.  And Ramblin' Evil Mushrooms.  And Foppy.
