I am pretty sure this is another zombie Interplay thing, pretty much all the main Black Isle people are at Obsidian.
PV13 was a codename for some never-finished Fallout sequel if I am remembering correctly. (Possibly the Fallout MMO before they lost the rights to Bethesda.)
