The impact levels between the two sports just isn't comparable. That's not to knock rugby, which is good fun violence as well, but its just different, both in terms of player type and hitting types. Hell, Teddy Roosevelt fucking threatened to ban the sport in 1905 if things didn't change because there were 19 deaths alone that year.

I'm just talking about pure contact/impact violence (pads or no pads). Football players overall just tend to be way bigger, while also being able to propel themselves really god damn fast. Rugby is alot more about long term endurance instead of short bursts of extreme athleticism/violence, which leads to a different build type. Also, rugby players usually just drag each other to the ground instead of splattering their opponents with as much force as possible (exceptions do happen obviously). It has actually only gotten worst in that regard in modern times, because of exactly what Trippy said. They are both a protection and an enabler. They make great weapons actually.
