It basically is a deal with the publisher. They want to saturate the Handheld market before giving away the PC copy to be torrented.
Because stealing games on consoles is harder, you have to buy extra hardware.

More than likely, Microsoft asked to delay the PC version until the XBLA version has been out for a few months.
