The expansion is rolled into the main game with the latest, 'aftershock'. The expansion comes with the free download. You don't need to buy anything, unless you want to play above BR6. Then, you're out $20 for the game w/ a free month's play plus something like $10/mo after that.
To find people in game, hit 'P', brings up the 'People screen', go to 'Find a Squad', look for an f13 squad, select it and click to bring up squad screen, select an available position and click join.
