Some information for people interested in EVE as well as vet pod pilots here, if you can tolerate the bad punctuation from the MMORPG.COM interviewer.

He talks about the Kali expansion a bit:

I always thought the empires felt incomplete when I first started because you run missions for your side but they don't really matter other than as a money tit. Factional Warfare sounds like one of the missing pieces for intergrating noobs into the game.

I am going to assume that you are not necessarily restricted to your starting race, much as you are not really restricted when taking current agent jobs.
