My best guess is that the fox fell into the water, froze into ice, and somebody spotted it while making a fishing hole (maybe) and extracted the poor fellow from his icy tomb.

Pretty much this. Animals fall in and then float due to decomposition and then get frozen into a hunk of ice.

Yeah there were several stories about this happening when that crazy "even Sicily was covered in snow" event last month in Europe as a lot of bodies of water effectively flash-froze.

'Reality' is the only word in the language that should always be used in quotes.
