Either a sign-hanger made a mistake, or someone was having a bit of fun.  The "Crush Crime" signs were part of a anti-crime campaign, and were supposed to be mounted under "This rest area patrolled by State Police" signs.  The "Crush Crime" signs were apparently the same size as the "Handicapped Only" signs that were supposed to go there.  So either a non-english speaker saw a sign with the right size and the right color blue and hung it, or someone swapped it out.
